Title VI Policy Statement

The City of South San Francisco hereby gives public notice of its policy to assure full compliance with Title VI of the Civil Rights Act of 1964. South San Francisco is committed to ensuring that no person is excluded from participation in, or denied the benefits of its services on the basis of race, color, or national origin (including Limited English Proficiency) as protected by Title VI of the Civil Rights Act of 1964, and 49 Code of Federal Regulations Section 5332.

Filing Complaints

Any person who believes that they have been discriminated against on the basis of race, color, or national origin (including Limited English Proficiency) may file a complaint with the City’s Title VI Coordinator.

Complaints must:

  • Be in writing and signed by the complainant or their representative. If assistance is needed, the complainant may call the Title VI Coordinator at (650) 877-8500.
  • Present a detailed description of the issues, including: the date(s) of the alleged discrimination and the names/job titles of those responsible, if known.
  • Be filed within one hundred eighty (180) days after the date of the alleged discriminatory incident.

Investigation of Complaints

The Title VI Coordinator will assign a number to each complaint and include it in the City’s Title VI Complaint Log. The process includes:

  • Written acknowledgment of receipt within five (5) days.
  • Review of the complaint within fourteen (14) days to determine jurisdiction and sufficiency.
  • Investigation including interviews and record reviews.
  • Issuance of findings within ninety (90) days, which may include a dismissal, closure letter, or a letter of finding with corrective actions.

For appeals, complainants may submit a written appeal to the City Manager within fifteen (15) days of the determination.

ADA COMPLIANCE

What's New

The Americans with Disabilities Act (ADA) requires all public agencies to adopt a Transition Plan to evaluate and identify physical barriers that prevent public access to services and programs. In response to the 504 Rehabilitation Act, ADA Title II, the City conducted an assessment of the physical accessibility of its facilities – many of which were renovated, replaced or are in need of upgrades. The City also provided ample opportunity for public participation including individuals with disabilities to participate in the development of the Transition Plan. The City’s Transition Plan ensures access to facilities, programs and services for persons with disabilities; and over the next few years, the City will initiate projects to continue to upgrade facilities to comply with Federal mandates.

The City continues to update the ADA Transition Plan as CIP projects complete ADA requirements.
