The City of South San Francisco’s Engineering Division conducts development review for all projects and has oversight of permits that affect the City's Right-of-Way or Infrastructure.

Engineering Division Responsibilities

Project Entitlements

  • Engineering Conditions of Approval for proposed projects
  • Property Lines, Easements, and other mapping items
  • Tentative Maps, Vesting Tentative Maps, and Map Extensions
  • Mitigation requirements for impacts on City infrastructure

Mapping

  • Final Map, Parcel Maps, and Lot Splits
  • Lot Merger, Lot Line Adjustments, and Lot Conformance
  • City Easement grants and vacations
  • Engineering Agreements
  • Outside Sewer Services (non-jurisdictional service)

Encroachment Permits (Right-of-Way Permits)

  • Project Frontage Improvements
  • Sewer and Storm connections and laterals
  • Potholing and exploratory digging
  • Utility provider services, connections, and infrastructure
  • Traffic and pedestrian controls
  • Checking all projects conform to City Standards

Other Permits

  • Building Permits (site and utility plan review only)
    • Home Improvement and ADU construction may require sewer lateral inspection (per Muni Code 14.14.150). Owner may be required to repair or replace the sewer lateral and obtain an encroachment permit. This work may be between $5k to $20k depending on the repair needs. Applications or questions regarding Engineering Permits can be submitted via email to EngDevelopment@ssf.net. Call 650-829-6652 for scheduling.

Include the project address or location in the email subject. Please submit either a filled out PDF or a scan of the signed application along with any related files. Submissions greater than 10MB must be submitted via a download link or a mailed USB drive.

Sewer Lateral Compliance Ordinance

As of June 21st 2022, a property owner must possess a Sewer Lateral Compliance Certificate prior to selling their home or property. The City of South San Francisco Engineering Division has prepared resources to help residents answer questions they may have and understand the inspection process.


Mapping Services

Mapping Applications can be submitted via email to EngDevelopment@ssf.net. Include the project address or location in the email subject. Please submit either a filled out PDF or a scan of the signed application along with any related files. Submissions greater than 10MB must be submitted via a download link or a mailed USB drive.

Temporary Storage Container Policy

The permittee is responsible for complying with all requirements listed in the policy, including proper placement and safety measures. The City may also require removal or relocation of the container depending on various factors. Please see the resources below for assistance in understanding and complying with this policy.


Bids and Proposals

The City of South San Francisco is currently transitioning from a paper-based solicitation process to an electronic bidding and vendor registration system. Please see our new e-Procurement Portal for opportunities to do business with us.

Our new e-Procurement Portal will allow prospective bidders to do the following:

  • Register to receive notifications of future opportunities by signing up for our new e-Procurement Portal and selecting Subscribe to create an account
  • Follow along with updates to existing opportunities by finding the opportunity and clicking the “Follow” button. This will allow all interested bidders to received amendments and addenda automatically.
  • Submit questions and receive answers regarding open bids opportunities
  • Guide vendors through the process of responding electronically to RFPs, bids, etc. to ensure your bids have been accurately completed.
  • There is no cost for vendors to register, navigate, or participate in e-Procurement Portal.
  • Ultimately, be your one location for all bid opportunities issued by City of South San Francisco.

To get started, sign up for a vendor account below. You’ll receive an email to activate your vendor account.

Then subscribe to our bids by navigating to the e-Procurement Portal and clicking the green subscribe button. For more information about how to register, please see our e-Procurement Help File below.
