Human Resources serves as a strategic partner supporting departments to make the City of South San Francisco an employer of choice by attracting, sustaining and inspiring excellence in people with great passion to serve this community.

 


Mission

The Human Resources Department provides excellent human resources leadership, which fosters a positive work environment made of employees who support the community we serve.

Our core service and competencies include recruitment and classification, organizational and employee development, employee and labor relations, compensation, benefits, health and safety, HR information management and administrative services.

We are committed to working strategically and partnering with departments to provide programs and services that create a work environment of employee empowerment, continuous improvement, teamwork and achieving results.

Department Head

HR Director Leah Lockhart Leah Lockhart has served as the City’s Human Resources Director for the City of South San Francisco.  In her current role, Leah is responsible for leading the City’s human resources strategy to ensure the City maintains a highly skilled and effective workforce for all City services.  As the leader of the human resources team, she oversees the areas of recruitment and selection, employee learning and engagement, employee engagement, labor and employee relations, HR operations and technology, safety and worker’s compensation, classification and compensation, and employee benefits.

With over 20 years of human resources experience in local government, Leah has a passion for public service and for supporting employees who directly serve the community. During her career she has led efforts to form a Regional Training and Development Consortium with neighboring cities to enhance learning opportunities and collaboration for public employees across the region.  As the City’s Human Resources director, she has championed succession planning and leadership development programs, enhanced summer internship opportunities for both high school and college students, and led the City’s employee engagement initiative.  Prior to joining the City of South San Francisco in 2018, Leah has held positions in Human Resources with City of Redwood City, County of San Mateo, and UCSF Center for Gender Equity.  Leah completed her Bachelor’s degree in Psychology at the University of Michigan, and earned a Masters degree and Ph.D. in Organizational Psychology at the California School of Professional Psychology at Alliant International University.
