South City Receives the Distinguished Budget Presentation Award

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the City of South San Francisco the Distinguished Budget Presentation Award for its budget, which reflects the commitment of the City of South San Francisco Council and its staff to meeting the highest principles of governmental budgeting. 

“Receiving this recognition underscores the City of South San Francisco’s ongoing dedication to transparency and fiscal stewardship,” said South San Francisco Mayor James Coleman. “This award validates our commitment to clear communication throughout the budgeting process and highlights our finance department’s exceptional management of public funds.”

In order to receive the budget award, the City of South San Francisco had to satisfy nationally recognized guidelines for effective budget presentation.  These guidelines are designed to assess how well the City’s budget serves as:

  • a policy document,
  • a financial plan,
  • an operations guide, and
  • a communications device

Budget documents must be rated "proficient" in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award. 

When a Distinguished Budget Presentation Award is granted to an entity, a Certificate of Recognition for Budget Presentation is also presented to the individual(s) or department designated as being primarily responsible for having achieved the award. This has been presented to the City of South San Francisco’s Finance Department.

“I want to express my sincere gratitude to my staff for all their commitments to make this a reality, and to all the department heads and their staff for their continued support during the budgeting process,” said South San Francisco Finance Director Karen Chang.

There are over 1,700 participants in the Budget Awards Program. The most recent Budget Award recipients, along with their corresponding budget documents, are posted quarterly on GFOA's website.  Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
