Chief Scott Campbell

Chief Scott CampbellChief Scott Campbell began his career with the South San Francisco Police Department in 1998, when he was hired as an entry level Police Officer. Since that time, Scott has served the community, city, and department in many vital roles at all levels and ranks throughout the organization. Prior to Scott’s appointment to Chief of Police, his commitment to the community and to the organization led him to be the Commander of the Investigations Division, which includes the department’s Criminal Investigation Bureau, Neighborhood Response Team, and Task Force Officers.

During Scott’s entire distinguished career here in South San Francisco, he has served in a variety of assignments that include but are not limited to Field Training Officer, S.W.A.T. Team Leader, Founding Member of the San Mateo County Terrorism Counter Assault Team (TCAT), Detective, Corporal, Patrol Sergeant, Master Sergeant, Detective Sergeant, Planning Liaison and Crime Prevention Sergeant, and Patrol Watch Commander. Scott was a member of the North Central Regional S.W.A.T. team for 20 years, and last served as a Team Commander.

Scott’s commitment to the profession of law enforcement and serving the public in the highest regard possible, led him to his most recent appointment as the Chief of Police after a nationwide search was conducted for the department’s top leader. Scott has proven he understands the importance of developing a diverse workforce, “building bridges” and trust in the community through partnerships and programs, and he strives to strengthen the relationships between the community and his department personnel. Scott believes respect, transparency and accountability are key components that keep South San Francisco leading the way in the current law enforcement climate.

Scott holds a Master’s Degree in Organizational Leadership, a Bachelor’s Degree in Criminal Justice Management and an Associate’s Degree in Administration of Justice. Scott is also a graduate of the POST Supervisory Leadership Institute, POST Management Course, POST Executive Development Course and the San Mateo County Public Sector Leadership Academy. Throughout the last 24 years, Scott has also received numerous awards and commendations to include the Valor Award by the Peninsula Council of Lions Clubs.

Captain Adam Plank

Captain Adam PlankCaptain Adam Plank is currently the Services Division Commander and is responsible for overseeing the Community Relations, Communications, Records, and Evidence Divisions. Adam has spent his entire career with the South San Francisco Police Department and has served our community for the past twenty-three years.

During his career, he has held a variety of positions including the Downtown Bicycle Patrol, Street Enforcement Team, School Liaison Officer, Narcotics Task Force Agent, Hostage Negotiator, Field Training Officer, Patrol Sergeant, Traffic Sergeant, Planning and Crime Prevention Sergeant, Administrative Lieutenant, Patrol Watch Commander, and Investigations Commander.

Captain Plank has a Bachelor’s Degree from Sonoma State University and a Master’s Degree in Organizational Leadership from the University of Oklahoma. Adam is a graduate of the Sherman Block Supervisory Leadership Institute and the POST Management Course.

Captain Ken Chetcuti

Captain Ken ChetcutiCaptain Ken Chetcuti is the Operations Division Commander for the South San Francsico Police Department, overseeing the Patrol Division, traffic unit, K-9 unit, and S.W.A.T. team.

Captain Chetcuti began his law enforcement career with the South San Francisco Police Department in June 1998, and has been serving our community, city, and department since. During the course of his distinguished career, Captain Chetcuti served in a variety of assignments that include but are not limited to: Patrol Officer, K-9 Officer, Field Training Officer, Patrol Corporal, Detective, Patrol Sergeant, Community Relations Sergeant, Lieutenant, and now Captain.

As a Detective, Captain Chetcuti investigated crimes ranging anywhere from petty thefts to homicides, however his primary caseload was investigating cases involving special victims and crimes against children, holding some of the most dangerous offenders in society accountable for their actions.

As the Community Relations Sergeant, Captain Chetcuti supervised the department’s Community Relations team, which includes the Community Policing Corporal, School Liaison Officers, and the Community Outreach Officers that focus on homelessness and helping those suffering from mental illness.

Captain Chetcuti was also the department’s Field Training Program Manager, Press Information Officer, and Social Media Team Manager. Under his command, Captain Chetcuti’s Community Relations teams implemented numerous programs in our community that included a Citizen’s Academy for the Special Needs folks in our community, Project Y.E.S. (Youth Enrichment Servies) that is a curriculum taught in our elementary schools, and our Summer Youth Academy.

As a Lieutenant, Captain Chetcuti served as a Patrol Watch Commander, Administrative Lieutenant, and the department’s Personnel and Training Manager. His ancillary duties included being the department’s North County Regional S.W.A.T. team liaison and President of the San Mateo County Training Manager’s Association. Captain Chetcuti possesses a bachelor’s degree in Social and Criminal Justice, and he is a graduate of Sherman Block P.O.S.T. Supervisor Leadership Institute, and P.O.S.T. Management School.

Captain Tony Pinell

Captain Tony PinellCaptain Tony Pinell is the Investigations Division Commander for the South San Francisco Police Department and is responsible for overseeing the Criminal Investigations Bureau, Criminal Interdiction Unit, and Task Force Officers.

Tony began his career with the City of South San Francisco in 1999 as a Recreation Leader for the City’s youth summer camp. He was eventually promoted to Recreation and Community Services Coordinator for the After School Recreation Program.

Tony served the youth of our community for almost seven years before achieving his ultimate goal of becoming a police officer for the South San Francisco Police Department in 2006. Throughout his career, Tony has worked in a variety of assignments including the Street Enforcement Team, Gang Task Force, Human Trafficking Task Force, Field Training Officer, School Liaison Officer, Explorer Advisor, Explorer Academy Coordinator, G.R.E.A.T. Instructor, Patrol Corporal, Motorcycle Corporal, Detective Corporal, Patrol Sergeant, and Neighborhood Response Team Sergeant.

As a Lieutenant, Tony served as a Patrol Watch Commander, Traffic Commander, M.A.I.T. (Major Accident Investigation Team) Commander, and Scheduling Manager. Tony also spearheaded efforts to acquire new technology for our organization which has enhanced our officers’ ability to efficiently solve crimes and to document crime scenes. Tony has qualified as a subject matter expert in gangs and human trafficking and is the North County Liaison to the San Mateo County Human Trafficking Initiative. Tony’s investigations have resulted in the recovery of multiple survivors of Human Trafficking as well as the apprehension of several traffickers.

Tony’s vast experience in all divisions of the police department has made him an effective leader within our organization. Tony prides himself on building strong community bonds while reducing crime through proactive police work.

Tony possesses his bachelor’s degree from San Francisco State University. He is a graduate of the P.O.S.T. Sherman Block Supervisory Leadership Institute, P.O.S.T. Management Course, and the San Mateo County Public Sector Leadership Academy. He is currently working towards obtaining his master’s degree in criminal justice.

Lieutenant Marty Mahon

Lieutenant Marty MahonLieutenant Marty Mahon has been with the South San Francisco Police Department since 1999. He is currently assigned as the Watch Commander to the Patrol Division.

Throughout his career, Marty has served in a variety of roles, including K9 Handler & Trainer, Field Training Officer, Detective, Task Force Officer, Patrol Sergeant, and Administrative Sergeant. Marty is the K9 Trainer and Coordinator for the K9 Unit, where he is responsible for training and managing 6 K9 Teams.

Marty holds a Master of Science Degree in Criminal Justice with an emphasis on Leadership & Executive Management from Kaplan University, and a Bachelor of Arts Degree in Sociology from the University of California at Santa Barbara.

Marty is an instructor for the Inner Perspective Leadership Program and is a graduate of the Sherman Block Supervisory Leadership Institute.

Lieutenant Fahmida Murphy

Lieutenant Fahmida MurphyLieutenant Fahmida Murphy was born and raised in South San Francisco; she attended Buri Buri Elementary, Alta Loma Middle School, and graduated from El Camino High School in 1999.

Fahmida started her career with the South San Francisco Police Department in 2001 at the age of 19 as a Records Specialist in the front office. At 20 years old, Fahmida was hired as a police recruit where she turned 21 years old in the Police Academy becoming a full-time South San Francisco Police Officer in 2003.

Fahmida worked a variety of assignments throughout her career to include Patrol Officer, Downtown Bicycle Officer, Field Training Officer, School Liaison Corporal, Crisis Negotiator, and Sergeant. As a Sergeant, Fahmida oversaw patrol teams, our Crisis Negotiations Team and the Traffic Unit.

Fahmida made Department history by becoming the first female Lieutenant to attain the rank of Police Lieutenant with the South San Francisco Police Department. As a Lieutenant, Fahmida is currently assigned as the Patrol Watch Commander.

Fahmida holds a Bachelor’s Degree in Criminal Justice from University of Arizona and intends to obtain her Master’s Degree in Emergency Management. She is also a graduate of various Leadership Programs, to include POST Supervisory Leadership Institute and POST Supervisory Course.

Lieutenant Chris Devan

Lieutenant Chris DevanLieutenant Chris Devan joined the South San Francisco Police Department as a Police Explorer at 16 years old. He became a reserve officer in 2002 and was hired full-time in 2004. After getting hired full-time, Chris returned to the Explorer Academy as an instructor to help mentor future generations of police explorers.

Chris is currently assigned as the Watch Commander to the Patrol Division. Chris has served in various roles throughout his career, including Downtown Bicycle Officer, K9 Handler and trainer, Field Training Officer, SWAT Team Leader, San Mateo County Terrorism Counter Assault Team (TCAT) member, Patrol Sergeant, and Range and Taser instructor.

Chris is a K-9 Trainer and Coordinator for the K9 Unit, responsible for training and managing six K-9 Teams. As a K-9 handler, Chris participated in numerous K-9 demonstrations for the public, including the Community Academy, Hispanic Community Academy, Youth Academy, and various schools throughout South San Francisco and San Mateo County. The numerous demonstrations allowed Chris to connect with community members while sharing his passion for K-9 work as it relates to public safety.

Chris holds a bachelor's degree in Criminal Justice from California Coast University and is currently working on obtaining his Master's degree in Organizational Leadership from the University of Oklahoma. Chris is also a graduate of the Sherman Block Supervisory Leadership Institute.

Lieutenant Matt O'Connor

Lieutenant Matt O'ConnorLieutenant Matt O'Connor has been with the South San Francisco Police Department since 2009. Matt's currently a Watch Commander in the Patrol Division.

Matt has enjoyed a diverse career and has been able to serve in our department's operations, services, and training sections. Matt's prior roles include Patrol Sergeant, Use of Force Coordinator, Detective, Community Oriented Problem Solving and Policing Corporal, Patrol Corporal, School Liaison Officer, Field Training Officer, and SWAT Team Leader. Matt has managed multiple South San Francisco Community Academies, Hispanic Community Academies, the department's Gatepath Academy, and neighborhood watch meetings.

Matt's also partnered with small businesses to launch community programs that enhanced our department's relationship with all of our stakeholders. Matt has previously managed the department's social media platforms and organized the ‘Every 15 Minutes Program’ to spread awareness about the dangers of drunk driving amongst our local high schools.

Matt attended the University of Oklahoma, earning his master's degree in Organizational Leadership and his bachelor's degree in Sociology with an Emphasis in Criminology. Matt is also a graduate of the Sherman Block Supervisory Leadership Institute.

Communications & Records Manager Elizabeth Kennan

Communications & Records Manager Elizabeth KennanElizabeth Kennan began her career as a Communications Dispatcher with the South San Francisco Police Department in 2003. Over the course of Elizabeth’s career, she has worked numerous assignments to include Communications Training Officer, Warrant Clerk and Tactical Dispatcher.

In 2011, Elizabeth was promoted to Supervisor of the Dispatch Center. Elizabeth has attended numerous trainings throughout her career, to include the P.O.S.T. Dispatch Supervisor Course and numerous management courses. Elizabeth enjoys interacting with the community and has served as an instructor for both the Police Citizen’s Academy and Youth Academy.

In 2021, Elizabeth was promoted to Police Communications and Records Manager. Elizabeth oversees the day-to-day operations of the Dispatch Center, Records Division, and Evidence Unit. Elizabeth thrives on hard work and makes providing exceptional customer service to both her internal and external customers a priority.

The city holds a special place in her heart as she is a South San Francisco native. Elizabeth is a South San Francisco High School alumna and she continues to further her education.
