For-Sale Affordable Housing

For-Sale Below Market Rate (BMR) housing is priced to be affordable to households that are low- to moderate-income. The price for a for-sale BMR housing unit is typically lower than the prices of similar homes that are being sold or rented on the open market. Owners of a BMR housing unit must occupy the home as their primary residence and comply with restrictions on the unit designed to ensure the unit remains affordable to future buyers.

In 2018, the City adopted an Inclusionary Housing Ordinance is to increase affordable housing opportunities for those looking to rent and those looking to own a home in South San Francisco. The Ordinance also aims to ensure that homes remain affordable over time. To learn more, see SSFMC Chapter 20.380: Inclusionary Housing Regulations.

Interested in Buying a BMR Unit?

Households interested in buying a for-sale BMR unit must complete a HUD-approved 8-hour first-time homebuyer education course. The date on the completion certificate for the class must be within six months of the date of application for a BMR unit. The following agencies offer HUD-approved courses. Other agencies may qualify if they meet the HUD-approved 8-hour homebuyer education course requirements.

Households interested in buying a for-sale BMR unit are encouraged to engage a local, licensed real estate agent to represent them through the process.
