CDBG Program

The U.S. Department of Housing and Urban Development (HUD) requires the City of South San Francisco to prepare a Five Year Consolidated Plan (Con Plan) and subsequent One-Year Action Plans (Action Plans) in order to receive federal Community Development Block Grant (CDBG) funds. The City’s current Con Plan covers fiscal years 2013-2014 to 2017-2018 and the City’s 2015-2016 Action Plan is incorporated into the Con Plan. HUD Programs have three basic goals to assist extremely low, very-low, and low income persons by:

  1. Providing decent and affordable housing;
  2. Providing a suitable living environment; and
  3. Expanding economic opportunities

The City's Con Plan furthers these goals by assessing the housing and community development needs and resources of the City and outlines a strategy on how it plans to address those needs.

The City of South San Francisco is holding a public hearing regarding the 2017-18 One-Year Action Plan (“Plan”).The Plan identifies Community Development Block Grant Program (CDBG) funding priorities and describes the activities the City will undertake to address the City’s housing, community, and economic development needs. The Plan will be adopted by City Council on April 26, 2017 and will be submitted to the U.S. Department of Housing and Urban Development (HUD) by May 15, 2017.

The Plan is available for a 30 day public review period from March 27 to April 26, 2017. Copies of the Plan are available at, all City libraries, and the Department of Economic and Community Development. For additional copies, call 650-829-6620. The public can comment on the Plan at the April 26, 2017 City Council Public Hearing or submit written comments by April 21, 2017 to or to the address below
