Below Market Rate (BMR) Units

The BMR Inclusionary Housing Program requires developers to sell or rent a certain percentage of units in new developments at a below-market-rate price that is affordable to low- to moderate-income households.


To be eligible to purchase or rent a BMR unit, a household must meet specific income and first-time homeowner requirements. Units purchased through the BMR program are subject to resale restrictions.
